Local Law 61 Recordkeeping: Organizing Security Compliance Evidence

Create a usable record structure for time, pay, assignments, and review decisions.

Use this guide alongside Guardian’s Local Law 61 security guard compliance page to connect the research to your property’s staffing plan.

Build records around the employee and assignment

Choose consistent identifiers that connect the person, employer, site, post, and pay period. Keep assignment changes dated. This makes it easier to trace a payroll question without searching unrelated emails or reconstructing a roster months later.

Keep evidence connected

Store time records, pay calculations, classification decisions, training evidence, and notice records in a defined structure. Preserve original source records and retain the context for corrections. Avoid replacing a disputed entry with a new version that erases how the issue was resolved.

Limit access to sensitive information

Use role-based access and a clear procedure for sharing records. Managers generally need operational information; payroll and authorized reviewers may need more detail. Decide who can export files, and avoid sending personal documents through broad group messages.

Plan retention and retrieval together

Align the retention policy with the enacted law and other applicable obligations. Test whether an authorized reviewer can retrieve a sample pay period and its supporting records. A large archive is of little value if the required information cannot be located or understood.

Assign a review cadence

Periodically reconcile a sample of records and investigate missing links. When changing vendors or software, agree how records remain available and who handles subsequent requests. Document the transfer process before shutting down an old system or ending a service relationship.
