A Local Law 61 Readiness Checklist for NYC Security Buyers

Turn your research into an accountable plan for staffing, payroll, and vendor review.

Use this guide alongside Guardian’s Local Law 61 security guard compliance page to connect the research to your property’s staffing plan.

Inventory the assignments

List sites, posts, employers, duties, hours, and existing contracts. Identify the people responsible for reviewing coverage and special arrangements. Mark questions that require supporting documents or legal interpretation rather than recording an unverified conclusion.

Verify pay and scheduling assumptions

Match classifications to evidence and effective periods in the official schedule. Review long shifts and relief arrangements with payroll. Compare the proposed staffing plan with the budget and resolve differences before approving new contract figures.

Organize records and communications

Check whether the team can connect time, pay, qualifications, and assignment changes. Decide who monitors official notices and guidance, who distributes required information, and who documents follow-up. Provide a clear route for questions and correction requests.

Plan future phases

Put leave and benefits review on the planning calendar. Identify dependencies on future official publications and keep assumptions visible. Give each task an owner and an internal target date; those internal dates should be distinguished from statutory implementation dates.

Close the loop with a review meeting

Bring the vendor, operations lead, budget owner, and appropriate advisers together. Review unresolved items, confirm the agreed staffing scope, and retain the decision record. Revisit the checklist after a vendor change, major schedule change, or official update that affects the assignment.
