Local Law 61 Overtime Planning for NYC Security Posts

Review long shifts and relief coverage before overtime costs surprise your property.

Look at daily shifts as well as the week

Weekly totals can conceal costly long shifts. Map every post’s start time, end time, meal arrangements, and relief plan. Consult the official wage schedule’s overtime section when reviewing the design; do not assume a weekly-hours check captures every trigger.

Model the real coverage pattern

A continuous post needs coverage during absences, training, and late relief. Build the normal schedule and a second scenario with a call-out or extended shift. The second scenario exposes where the operation depends on repeated overtime or leaves supervisors improvising.

Create a relief procedure

Identify who contacts replacement officers, who approves extensions, and how the actual hours reach payroll. Give supervisors a clear escalation route. Officers should record time worked accurately even when an extension was unplanned or approval came later.

Compare staffing options transparently

For a long daily post, compare shorter shifts, overlapping relief, and a dedicated relief pool. Include handoff time and supervision in the estimate. A lower overtime projection is useful only if the revised arrangement still maintains the required coverage and service quality.

Review payroll against operations

Reconcile the roster, time records, and incident or activity logs for a small sample of shifts. Investigate mismatched start and end times. Use the findings to improve scheduling and time capture, and seek payroll guidance for the correct treatment of complex overtime cases.
